Description

Investment Process & Construction Management• Lead and manage the full lifecycle of investment projects – from concept, design, and approval to execution and final delivery. • Oversee all phases of the design and construction process in compliance with applicable regulations. • Manage urban planning procedures, including land-use changes, reconstructions, and development of existing assets. • Coordinate complex construction and reconstruction activities within a highly technical environment. • Ensure investor control and alignment of external investors’ activities with contractual frameworks and architectural standards. • Plan and manage external resources, contribute to technical specifications, and participate in supplier selection processes. Property & Facilities Management• Oversee and monitor contracts for outsourced services, including security, 24/7 video surveillance, cleaning, and landscaping. • Ensure the proper functioning and maintenance of engineering infrastructure – HVAC, water supply and sewage (WSS), power supply, low-current systems, and access control. • Manage the maintenance of critical infrastructure systems (including BMS and HVAC) supporting high-tech facilities such as the Discoverer Supercomputer. • Coordinate preventive and corrective maintenance activities performed by internal technical teams. Financial Planning & Reporting• Develop, manage, and report on annual departmental budgets (OPEX and CAPEX), ensuring cost efficiency and effective resource allocation. • Prepare regular reports for senior management on investment plans, project progress, and the condition of buildings and infrastructure. Team Leadership• Lead, develop, and motivate the team, fostering continuous professional development. • Establish internal training processes and facilitate knowledge sharing between administrative and engineering staff.

Requirements

• Master’s degree in Engineering, Construction, Architecture, or a related field. • Minimum 5 years of relevant experience in investment projects, construction, or property/facility management. • Strong knowledge of regulatory frameworks in the field. • Excellent organizational, communication, and leadership skills. • Fluency in English, both written and spoken. • Proficiency in AutoCAD.
